Houston Association of Realtors (HAR) has a page dedicated to Temporary Housing, both for those in need, and for any who can provide temporary housing. As emergency shelters close, the need will increase tremendously.
FHA 203h Home Loans For Disaster Victims
Borrowers must have a minimum FICO score of 500 to qualify under FHA loan guidelines, however higher lender standards may apply.
No down payment is required under this program.
The previous residence (owned or rented) must have been located in a PDMDA and destroyed or damaged to such an extent that reconstruction or replacement is necessary. The purchased or reconstructed Property must be a Single Family Property or a unit in an FHA-approved Condominium Project.

The Internal Revenue Service - relief is available for certain deadlines and penalties for taxpayers who reside or have a business in the disaster area; there are casualty loss provisions for federal income tax returns; some fees are waived; provisions have been made for donating paid leave to others affected by the disaster.
